Shellie Leonard wanted more, authorities said, and on Thursday she went back to her neighbor's house on Dalwood Drive with plans to steal a computer and electronics. Her neighbor was incarcerated at the Pasco County jail. But Thursday happened to be the day the neighbor came home — and caught Leonard stealing, the Pasco County Sheriff's Office said.

The story doesn't say what the victim was in jail for.. It could be for outstanding traffic tickets, or some other silly nonsense. People run afoul of the law, for all kinds of reasons, in all kinds of ways.
I see no point in commenting, on the actions of this unlucky little thief.
Burglers often read the obituaries in the local papers, to try to target people who won't be home for the funeral. I surmise some one decided to check out the local paper's "Jail blotter". Either that, or she knew the victim.
